Huge change coming very soon and Japan seems to be first :
"Current check out page displays two options of “Pay with my PayPal account” and “Pay with a credit card”.
With the system modification in the end of June 2013, “Pay with credit card” will change to “Create a PayPal account”, and buyers will be requested to create PayPal account by inputting password after filling out credit card and individual information. This concerns Web Payment Standard and Express Checkout."

So, this will concern every PayPal account in Japan.
Below are more info I got from my PayPal account manager :
"For this change, Japan buyer may be requested to sign up PayPal account to complete payment.
Actually, this system change also applies to customers outside of Japan. But at that time, your account was input in white list which means your buyers from other country are not impacted now.
I am sorry for the inconvenience of this change. But I have to say this is a global design change."
So, if you can't set up a Payments Pro or Advanced with PayPal in your country, you need to think about another gateway solution as soon as possible. Hopefully, Shopify will support more payment gateways for country like Japan (^_-)-
